The Béchar, a ship owned by the national Algerian navigation company CNAN, sank in Algiers harbor following a storm on November 13 and 14, 2004. Sixteen sailors perished in this unfortunate accident, in part because of the lack of proper response, rescue mechanisms and equipment, even though the vessel was near the port of Algiers. The accident immediately created a great deal of commotion and debate in Algeria, but has also highlighted the need for improved security dispositions and equipment.
decision/analysis partners is pleased to respond to USTDA’s solicitation for this OV. We have developed an itinerary that is designed to address key areas of interest of the delegation:
- A review of our national system for accidental oil spill response,
- Port security processes and procedures, including Container Security Initiative requirements,
- Public-private partnerships in oil spill response in the United States,
- Oil spill response, containment and cleanup equipment, products and services,
- Emergency response equipment.
- Physical security technology, including non-intrusive inspection technology (scanners and radiation detection equipment and services)
The visit demonstrated U.S. policy and practice in the areas of oil spill response and recovery as well as the regulations and technologies in the area of port security. The delegation included public sector officials from the state and national level in Algeria who met with U.S. companies, agencies, and organizations that specialize in state-of-the-art port security, containment, cleanup, contingency response, and other equipment related to oil spill response. Additionally, the Orientation Visit combined training, site visits, and improved knowledge among stakeholders of US technologies for oil spill response and port security.
